The Failure of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from various governments. Significant resources is allocated on managing certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability afforded by current data. From vantage locations, military aircraft that had been dispatched to engage hostile aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through partner states. Every firing shakes the surroundings, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: maybe the approaching threat won't hit its mark this time, sparing the city from devastation and another blackout.

Ongoing Risks

Soon after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

With pauses, this persisted until dawn. Kyiv awoke to the early updates: several casualties, devastation and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a need that European nations are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The 28-point plan from Washington generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new approach from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, certainly, persist.

Political Considerations

It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is unfeasible to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, Washington does minimal to deter Moscow, through statements or actions, from believing that the situation will not shift further in its advantage in the coming year.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, individual motivations are coming into play: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their priority does not move to internal issues. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Assessment and Future

It took a just a single week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
